Q: In what case would you *not* want to have your apps start back up
again?
A: When you wanted to start with a clean desktop.
So why not just restart applications by default and have an option to
'Close All Applications'? Then you could make use of this feature
without having to shut down. Something like this would be necessary if
the dialog is killed in favor of menu items anyway.
