If any sort of useful operation can be performed while other things are
loading, then I vote "yes".

That's another good reason for my "yes" vote, it means I don't have to
think about horrible things like this :)
If you did go this way, then yes, I think you'd just have to disable all
the buttons and menus that applied to the current-loading keyring, and
to the currently-selected key. Controls that don't depend on what's
currently loading, like Edit->Preferences or Help->About, should still
remain enabled if possible though.
