Lack of load progress indication is the fault of applications. See:

I looked at #81222. The approach suggested there is not feasible because
there are too many possibilities, no rules for usefulness, and some points
will be missed even among myriad possibilities.
I was going to include an analysis and recommendations in this message,
but text-only email is a poor format for this. Instead, I have set aside
