This could be confusing to users. If they aren't Saving it, after all,
why is it downloading at all? If the only option seems to be Cancel,
the user may just hit Cancel not realizing that Save and Open will
become available later.
Also, it isn't necessary to always download the file before opening it.
Actually, for many file types, I wouldn't *want* it to - my movie player
supports streaming for a reason, after all - I don't want to wait to
download that huge 48MB movie trailer when Totem can just stream it from
the web.
While it may be a good idea to work on downloading anyhow, and perhaps
stop if Open is chosen and the app entry says it supports streaming from
the URL protocol given, it should still be a possibility for the app to
do streaming. If I have to wait for the file to download before I can
even tell Epiphany to Open, that's impossible.
