Note that if you have LC_ALL set to something, the LC_TIME has no
effect (at least for me):

$ LC_ALL=fi_FI LC_TIME=en_GB date
ti elokuun 21. 13:58:56 EEST 2007

$ LC_ALL= LC_TIME=en_GB date
Tue Aug 21 13:59:00 EEST 2007
