They are supposed to be installed to vala-0.18.  The 0.18 refers to the
API version, not the specific release.  Different API versions are meant
to be parallel installable, different releases within a development
series are not.

Did you copy them, or did you move them?  If you moved them it means
Vala will not automatically detect them (unless you pass --vapidir).
