How to know when the widget stopped emitting signal

Hi,

I need to implement  a function that should be called just after a widget
stops emitting a signal.
Example: In my program there is a callback which is called whenever user
scrolls the scrollbar.
               I need to perform a specific task as soon as the user stops
the scrolling ( when the widget stops emitting the value-changed signal)
