Are those problems still the case if there is a valid font matching
before it ?
Can you provide an exemple of such problem ? (tell me a program
having the problem, the /etc/gtkrc{,.ru}, /usr/share/gtkrc{,.ru}
znd $HOME/.gtkrc used in such case; and the output of
"xgettext | grep koi8-r".
I'll try to reproduce it.

THe problem is that if you don't do that then it won't be usable
for a lot of languages, for example it won't work in japanese,
unless there is an explicit Japanese translation.
