Perhaps one for each "section", so you would have (for Swedish [sv]):

"gnome-2-6-desktop-sv.tar.bz2" with all sv.po files in the desktop
section (and pot files for the modules where a sv.po file is not
present), and

"gnome-2-6-developer-libs-sv.tar.bz2" with all sv.po files in the
developer-libs section (and pot files for the modules where a sv.po file
is not present),

and so on for every section on the translation status pages. Slightly
more files, but the benefit is that you could then easily add a link to
such file at the bottom of every language section page, so that we at
the bottom of
http://developer.gnome.org/projects/gtp/status/gnome-2.6/sv/desktop/ 
would in addition have a link to gnome-2-6-desktop-sv.tar.bz2 containing
all files on the page in a single tarball suitable for easy downloading.
In addition, it would be beneficial to have
"gnome-2-6-desktop-C.tar.bz2" and "gnome-2-6-developer-libs-C.tar.bz2"
and so on that would just contain pot files for the respective sections.
If they could be in a fixed place, then it would be easy to point new
volunteers to them ("This is what you need to translate").
