And this is what makes it the control window in CSDI environments where
there's no parent window like in WiW. Mathematica is a typical WiW
environment(just like photoshop and numerous other win32 apps, including
ms word)  according to this flash presentation:

Note that you can have the main menu in each document in the newest
versions of Gimp.

It's also not possible if the window isn't a purely parent window the
purpose of which is _only_ to contain and manage(enforce a certain
behavior on) the other, child windows.
