There is/was a menu reorganisation being discussed, which might be an
opportunity to at make the File menus consistant.  I dont think I'm the
only one that wants to get rid of the Xtns menu (and not just because it
is a horrendous abbreviation and so confusingly meaningless they could
as easily called it Misc).  Although duplicated menus are not the
best idea I'd like to see the Help menu in the document window so you
largely ignore the second set of menus and use the toolbox only when you
need tools.
