Choosing the current layout is not a function of this dialog, and it
never was. Using it for that purpose means the user does not
understand what he's doing.

??? If you have a layout in the list, it is selected into the current
configuration. As simple as that.

You do not have to select new one. You just have to drop the unused ones.

Very strange reason. Either you have something in your configuration -
or you do not.

No, that is counter intuitive. It creates frustration - because in all
other UIs people add things to the end of lists (perhaps even HIG
mentions that - if not, it should).
If we add layout to the top, we have to explain that odd behaviour -
and the explanation would be promoting the improper use.
