How to build with GtkHtml?

I try to build balsa with GtkHTML but the configure script doesn't find GtkHTML

configure --enable-gtkhtml says
checking whether to use GtkHTML... not found

I have installed rpms
gtkhtml-0.7-1.i386.rpm and
gtkhtml-devel-0.7-1.i386.rpm

gnome-config -modversion says
gtkhtml-0.7

What is missing?
