Sometime ago I questioned about the character set on Balsa, because I
recieve some mail that use ISO8859-1 (Pt) characters that don't appear in
the preview, nor the message display.
I got some replies about setting env variable SLANG to pt_PT and so I did,
but this didn't solve my "problem".
So I've decided to set on the debug option, and running Balsa from shell I
noticed that for it displays for each open message some information about
it.
Like:

part: text
* base font name: -adobe-courier-medium-r-normal-*-12-*-*-*-m-*-iso8859-1
* and postfix: iso8859-1
* mallocating: 56 bytes
--- end cut ---
This is a message that it can display all characters fine.
The next is one it can't.
