Specs say that the countries may be specified as ISO names as well as
written out. So, all these are valid for Germany:

de_DE.850
de_DE.437
de_DE
Germany_German.850
de_German.850
Germany_DE.850
Germany_German.437
de_German.437
Germany_DE.437
Germany_German
de_German
Germany_DE

However, of all these valid versions, most system only understand one or
two.
The proper way is to use the system locale file to determine the valid
locales. This should be done by configure.
On unix, it's usually found in /etc/default/locale, linux has it in
/usr/lib/locale.
On Unix it's s file listing the current locale settings, on linux it's a set
of directories containing the system locale settings to use, in binary
format. In this case, the _name_ of the file is the locale string. Linux
only supports the notion of ISO countries.

So, as long as Balsa is a gnome/linux project it's safe to hard-code the
de_DE, fr_FR, en_US, en_GB etc. strings
