Yes, you are absolutely true.
I wanted to say, that in X, if you use english language, you use iso-8859-1
fonts (in most situations), and to use german language, you have to change
keyboard mapping only (using xmodmap or something similiar). But to use
polish language, you have to change also font to be displayed.
So users using german characters may observe different behaviour that those
using polish characters.
