[BuildStream] Infrastructure subgroup

Hi,

since BuildStream have its own infrastructure now we will need to store code and configurations in a 
repository. To provide some additional structure to our current repositories, I propose to create a new 
subgroup called infrastructure_services. Inside we will have a repo called buildstrea_infrastructure with the 
current code Valentin is using.
