[empathy] Add EmpathyPersonaStore and EmpathyPersonaView

    Add EmpathyPersonaStore and EmpathyPersonaView
    
    Based on stripped-down versions of EmpathyContactListStore and
    EmpathyContactListView, these allow listing of all the Personas for a given
    Individual.
