The desktop toplevel menu might be a good idea but do adopt the structure 
of nautilus' object (aka. file) menu i'd prefer this order:
	Desktop
	=========================
	Run Program...
	Take a Screenshot
	-------------------------
	Search for Files...
	Search for Whatever...
	-------------------------
	Preferences            >
	-------------------------
	Lock Screen
	Logout
(Nautilus groups items in this order: new items, open, find, general 
 status, file items, dangerous file items, global file items, close)
