GNOMEUIINFO_HELP and scrollkeeper

Hi,
 Please, excuse me if this is not the  proper list to post such
 question to.But I could not find any other. I was trying to display 
the help topics from the application (from the "help" in menubar). 
 I think GNOMEUIINFO_HELP has problem on GNOME2.0. There is already 
 a bug filed against it . While debugging I found that for me the 
"scrollkeeper-get-toc-from-docpath" fails to return the docpath.
 When I try to load the docpath  from the command line,
 the error I get is as follows  
 (for any application ..here is the example for gcharmap)
 
 scrollkeeper-get-toc-from-docpath C/'gcharmap'
 C/gcharmap is not installed. 
 
 I can see the help/gcharmap/C directory under /usr/share.
 Is there some problem in the scrollkeeper installed on my machine 
 or am I missing something ?
