The idea I was playing with when I did some mockups was kind of a
compromise-- the capplets disappear from the menu (with the possible
exception of Background and Fonts), but if/when the user wants to edit
an element of the current metatheme, they just press a button in the
metatheme dialog that calls up the relevant capplet. In that model the
metatheme editor (partly) becomes a portal to the existing theming
capplets.
