It seems that with libtool-1.5 you do have this level of control:

        compatability with a previously non-Libtool versioning scheme.
        * doc/libtool.texi: Document it.

It was added to handle the migration of fontconfig, etc over to 
autoconf/automake.  It isn't necessarily relevant to this discussion 
though ...
