Is this because people have not added OrigTree.pm to EXTRA_DIST? This
was something that changed in the 0.28 release and should really have
been put in big flashing neon letters. It was in the release notes, but
I think we can assume that people don't read release notes -- especially
for something as boring as intltool.

Intltool for tarballs should only be using the OrigTree.pm that is
shipped with the tarball -- there is no need for it to be installed on
the users' systems. So if this is not happening, something has broken
since the 0.28 release.

(This is all notwithstanding the fact that gnumeric has other intltool
problems, as Jody has pointed out elsewhere.)
