Well, for one thing I think drawers (panels too, in fact) are pretty much
equivalent to folders. So how about this: dragging a desktop folder to a
panel creates a drawer and vice versa.
Drawers containing drawers should then of course be possible as well.
(This is how Lotus' SmartCenter used to behave, a desktop panel which was
later added to OS/2 Warp 4 and called WarpCenter).
