Good question :)  You might even consider adding tooltips to both,
particularly if the label is for a group of controls rather than a
single control.

However, bear in mind that labels are not generally focusable, so a
keyboard-only user has no way to pop up the tooltip for a label. 
However, they can pop up the tooltip for a control by focussing it, then
pressing Ctrl+F1.  So associating tooltips with the controls themselves
is certainly the more accessible approach.
