For this last bit, you have just been bitten by some work in progress:
The "no proxy for" stuff is all being centralised so that it all comes
out of the same gconf key for all GNOME applications. Due to the number
of places that need coordinating, different pieces are going in at
slightly different times.
For the time being (i.e. a couple of days), you will need to do
gconftool-2 --type=list --list-type=string --set \
/system/http_proxy/ignore_hosts [localhost,127.0.0.1,foo.bar.com]
(with no spaces after the commas in the list).
The patch for the control-center network dialog is being worked on and
the gnome-vfs portion is being reviewed. So it will be a couple of days
before it has all stabilised (especially as gnome-control-center and
gnome-vfs are undergoing releases for 2.3.2 presently).
