I'm not too familiar with how the window layering works, so forgive me
if I'm being stupid (again).

Couldn't the WM simply put a shaped window over the bottom-right corner
of the app?  This window would be moved/managed by the WM, and since it
would be over the app window, the WM would get the mouse events instead
of the app, yes?

You'd also need to have some way for the app to disable this (a window
hint, most likely).  Many apps which are not expecting the WM to do this
might put controls in the bottom-right corner that would become
inoperable.  For example, in the Evolution mail composer window I'm
using right now, the down-arrow for the scroll bar is the bottom right
with maybe a mere 6 pixel padding.
