Are more fundamental packages like pkg-config and startup-notification
in this list? That would provide a rational way to add new features to
these things (if necessary) and provide checkpoints for when we can
reasonably expect people to upgrade.

I'm happy to move scrollkeeper, but nobody has given significant
arguments one way or the other yet. I guess I should just move it to
shut people up. :)

I think you should come up with a sexy release schedule. Something like
the first cloudless night after every sixth full moon.
