Well, show the current background capplet but with a different setting
for each screen, e.g. if I launch it from the screen#0, I see and set
the background for screen#0.
And then just add a checkbox "set this background on all screens", which
basically makes it behave as if there was only one big screen.
I have attached a mockup.

Technically it's wrong because Xinerama screens can overlap, but in
practice it never happens, so you could just revert to the non-Xinerama
case when that happens, or better handle it intelligently.

What do you think about that ?
