Well, I meant that the clipboard manager itself would look at how much
data it was sucking up and if it went over some pre-defined limit it'd
abort the operation. IE the manager opts out, not the applications.

Yep, I'm not saying it's an easy problem to solve, just that until it is
solved correctly something is better than nothing ... still, looks like
Anders is on the case :)
