This makes sense - there are a lot of ways of detecting presence some of
which are not immediately obvious - one for example is using bluetooth
to see if the users mobile phone is around.

No single program is going to encapsulate all the policy for detection,
all the policy for discovery (which is a privacy and security issue) and
all the policy for state change (recording in the company SQL slacker
database and so on)
