That's quite simple. The current hal package we ship in Debian doesn't
have PolicyKit support enabled, so no PolicyKit policy files are
installed.
So there's no packaging issue afaics.
It's just a deliberate decision the Debian package maintainers took to
not enable this feature.
After the lenny release, we will reconsider this decision and likely
enable the PolicyKit support.

If that's your policy, then you need to patch /etc/dbus-1/system.d/hal.conf to NOT use PolicyKit in a package that doesn't have support for it. This is--AFAICT--an upstream bug in hal that this stanza is not removed when ./configure finds that PK is not going to be enabled. Now THAT is a bug I could file. But, as I've said, I already corrected for that and the problem appears to be deeper.
