This doesn't currently work on non-packagekit system, such as Ubuntu. I created
https://bugzilla.gnome.org/show_bug.cgi?id=655546
Which allows jhbuild sysdeps to work-ish. I suspect a more complete
implementation using apt might be needed if one wants to install
system dependencies instead of just skipping them.
