Comments appreciated; I have prototype branches of gnome-ostree,
gnome-desktop-testing, and gjs that implement this, but it's all subject
to change.
If the test are going to be installed by default it might be reasonable
to have a common option (similar to gtk doc) to disable them (if they
are not going to be enabled by default - option to enable them) in case
user does not need them. Say --enable-install-tests=yes/no.
