3.9.90 release next week

Don't forget: next monday is a release day.

3.9.90 is our  beta release for 3.10. We're beginning our freeze after
this release, so if you have big features to land or branches to
merge, it would be great if that could happen soon. If you need a day
or two extra to make this happen, don't hestitate to talk to the
release team - we're flexible.
