there is any legal issue that prevent gnome to introduce a per-user revenue model, or in other words commercial services over open source solutions?

for many years the largest linux desktop software provider (gnome) and innovator in many aspects, risks to become anachronistic by not providing the obvious, its own cloud services.

It does make sense for GNOME to provide infrastructure to *contributors* for the purpose of *contributing*, on a best-effort basis.  So it really does need to be restricted to foundation members.
