I would recommend getting in touch with people working on the Unity panel, presenting them your idea, and see with them if that's a good project for GSoC. However, the Unity panel is not developed by GNOME people, and I haven't been able to find Ubuntu as a GSoC organization. I don't know if they have an umbrella organization which could manage Unity project for them. Christophe
