With Gnome being installed in future BIOS within 10 years, the statistics for
a potential problem (ex: physical injury) in the U.S.A. is closer to one
rather than zero.
Assigning the copyright would not have any effect on liability, if
any. The only effect it has is on who would have the ability to
enforce the GPL in court.
Does Professor Moglen advice to concentrate ownership of free
softwares under the umbrella of the American laws?
That is not what a copyright assignment does. Each country's
copyright laws apply to infringement in that country, regardless of
who or where the copyright holder is.
