building a cvs checkout into the garnome prefix

I want to do some hacking on CVS HEAD of the gnome panel, so i've
checked it out of cvs. What do i have to do to get it to compile into
and using the libs in /storage/garnome where i have my garnome-0.19
installed? ie. what are the configure flags....

Also is there a way to download before compiling when installing
garnome?
