If you are using garnome, then you are installing from tarballs, so
intltool should not be required. Only builds from CVS require intltool;
anything else is a bug.
I don't know the answer to your specific question, since I don't use
garnome for my builds, but I'll have a quick look at the gnopernicus
code in a minute and see what's going on there.
