Using goad to activate new gnomecard

I've tried the following:

goad_server_activate_with_repo_id (NULL, "IDL:GnomeCard:1.0", 0, NULL);

This seems like The Right Thing To Do (TM), but doesn't produce any error messages or 
execute gnomecard.  What could possibly be wrong?
