I sort of forgot about this problem ... this IS a problem ... since we give
the window manager a position for most windows, the window manager won't put
it arpund the panel ...
I see three solutions:
1) add a new hint which says ... ok put this window where it requested, but
if that position is under the panel ... move it
2) use the "transient" property for doing the above in the window manager
(though I dunno if this this would be "correct" ...)
3) add a property to UI properties capplet to keep all dialogs in the
ABOVE_DOCK layer ... (which wouldn't really solve the problem in the first
place)
I like #2 the most ...
