I think it's a bit broken, but to work around it you can use
gnome_stock_pixmap_register() to add a new stock pixmap and then use
GNOME_APP_PIXMAP_STOCK instead of GNOME_APP_PIXMAP_DATA.
I don't know if we can fix the library without breaking binary compat.
