Hardcoded values in Panel

Hi,

There is a value that hard-coded in the panel: drawer-widget.c swallow.c
et.al. have a hardwired 48 value for its size.  Try it out in
gnome-core/panel with a 'grep 48 *.[ch]' command.  BTW there's a define in
panel-widget.h called PANEL_MINIMUM_WIDTH and this header file is not
included by swallow.c and menu.c only but it won't break dependencies.

It can be done by a sed script except of some comment lines. Could I commit
these changes or you're busy writing'em?
