We need a generic capplet that allows users to set the preferred
implementation to use for activations by repository ID. Currently, it just
goes through the list of implementations and chooses the first one that
says it can do that interface.
So, something that effectively allowed the user to say
IDL:GNOME/MailReader -> balsa_mailreader
is needed.
