Why not a GNOME Scheme (scheme since it is a combo of themes)
GTK theme
fonts
gmc (or the new desktop) icons
stock icons for any thing else (like menu's)
Window Manager themes
an xml discripter file describing what is in the ball, and gnome defaults
like the position of the scrollbars and stuff.
