I've thought about it (and my other proposed patch to GTK+ 1.3) and I
think instead of the binary have_icons/have_label preferences, there
should be a Toolbar_style = {icons only, text only, both (vertical), both
(horizontal)} option (a dropdown list in the UI properties capplet). I
realize GNOME uses GTK+ 1.2, so maybe we should simply make both_vert and
both_horiz do the same at the time being, but storing different values in
the preferences file.
