GNOME 1.1.8.1 panel app problem

does anyone use GNOME developmental packages core and applets 1.1.8.1

if so, please tell me so i can ask you why i can not get "desk guide" or
whatever the equivilant of "gnome panel" is to run in gnome-core 1.1.8.1

i can get "desk guide" to run under root with enlightenment, but with my
user with sawmill, nothing, if i change my user to use enlightenment, it still doesn't work..

my only guess is that it is a file permission problem, what do i need to change the permissions for?
