It would be a step down from debbugs. The bug-submission process is
confusing for the user (the send-pr form has all sorts of confusing
and often irrelevant fields), it doesn't have a web interface
(although admittedly we could just steal code from some other project
that uses it), and the only way to edit the status of a bug is to log
in to the server.
