You can present the user any GUI you want of course.

False.  See gnatsweb, running on sources.redhat.com.

Not sure what you mean here.  You can edit via gnatsweb or you can do
it by using edit-pr remotely.  People edit PRs on sources all the time
but hardly anybody can log in to that machine.
